One may be interested in advancing theory for the political science discipline as an entire field of knowledge or for narrower spheres of political science (such as a theory of voting behavior or of political socialization). While basic research must deal with values, it is able to address them in a relatively detached fashion.

Rather, the selection of infant and maternal health as our criteria is based upon previous scientific work on abortion policy and on the desirability for a society to have a low incidence of poor health. One also must be concerned with what Cook and Campbell refer to as construct validity. 27 That is, are the range of variables we have specified as constituting valid measures of maternal health broad enough to measure the concept adequately?

While studying the determinants of abortion policy can give one an indication of how a policy is likely to be formulated and developed, it is of little use in assessing the outcomes of policy. In other words, what impact does a restrictive or liberal policy have on the citizens of a particular polity? Most of the research on the outcome of abortion policy has utilized simple before-and-after models. A new policy is developed or a new law is implemented, and its outcome is measured by comparing the new conditions to the situation as it existed prior to the law's passage.
